What exactly do you mean by “represent them”? And by the title of this discussion it’s actually supposed to be the other way around because Uncle Harry came first in the 80s series, Ian Hawke is like Uncle Harry.
Both characters were not actually the biological Uncles to the Chipmunk characters in their respective series’ and they both tried to exploit them for money. They also didn’t care about the Chipmunks on a personal level. Furthermore, they both took the Chipmunks on tour for extended periods of time away from Dave; Ian Hawke did it in the 2007 movie, and Uncle Harry did it in the 80s series episode Uncle Harry.
The the biggest and probably only difference between the two characters is that one’s a chipmunk and the other is a human, but other than that, they have the same personality traits. Therefore Uncle Harry (the chipmunk character) more than likely doesn’t exist in the movieverse continuity because Ian Hawke was made to fill that role.
What does the captain knowing have anything to do with the question in the title? And to answer the question, on the boat the filmmakers might have had someone else in the costume in the scenes where Ian didn't take the headpiece off, but he lost that before any of the scenes that take place on the island, so David Cross was playing Ian in the pelican suit that entire time.
Not everyone can "know" he looked good in a pelican suit because that's your opinion, maybe there are some people who think he looks terrible in pelican suit. I'm not saying I'm one of them, but please understand that not all of the general "we" cares.

yes because in the 3rd movie of Alvin and the Chipmunks Chipwrecked Dave and Ian went to the island to find Alvin Simon and Theodore and Jeanette Eleanor and Brittany and also in SpongeBob episode Whatever Happened To SpongeBob? Squidward Patrick and Sandy went to New Kelp City to find SpongeBob.
Those are under completely different circumstances of them being saved. Besides, a lot of characters (and a lot of people in real life too) get saved from something regardless if it’s life or death. There’s really no point in having any story if there’s no “saving” in one way or another. Think of every movie where the whole world is saved from doom, many of those stories are completely different. Anyway this conversation is getting off topic and it should end here.
